A scale model of downtown Singapore, built at one to four hundred, still gets used by real urban planners when a developer proposes something new. The guide traces how that model grew out of the nineteen-fifties, when more than half a million people lived in slums without sewage or electricity, and the newly formed Housing and Development Board began building tens of thousands of flats a year.
