This guide sets Penang City Hall beside its flashier neighbor, the Town Hall, which threw a lamp-lit ball for its 1880 opening while City Hall opened quietly in 1903 with no ceremony at all. The 1900 building contract went, unusually for colonial Penang, to local Chinese builder Lee Ah Chang, and its Edwardian Baroque front concealed some of the colony's first electric lighting and fans.
