National Law Enforcement Officers Memorial

This guide to the National Law Enforcement Officers Memorial near Judiciary Square traces how Congress created it in 1984 without appropriating a cent, leaving retired NYPD officer turned congressman Mario Biaggi to raise the money badge by badge. It follows architect Davis Buckley's three acres of pools and marble walls, sculptor Raymond Kaskey's four bronze lions, and the thousands of names already carved when the memorial opened in 1991.
